The Clarendon County Mental Retardation, Inc. was chartered in 1977 housed in a double wide modular unit located on Dinkins Street in Manning, SC. The Executive Director at that time was Ms. Deborah Mitchum. In the beginning, we were an Adult Day Care facility -- families could place their disabled family members five days per week, so they could take care of business or simply have a respite from caregiving.
In 1985 we received a grant with the US Department of Housing and Urban Development to build 2 eight-bed Intermediate Care Facilities for the Mentally Retarded (ICFs/MR). The homes were named Vanguard Residential Services I & II ICFs/MR. Vanguard I housed 8 male residents and Vanguard II housed 8 female residents.
In 1993 pursuant to the implementation of the South Carolina State Reorganization Plan, the agency was renamed as Clarendon County Disability and Special Needs Board (CCDSNB) providing services to individuals with Mental Retardation, Related Disabilities, Head Injuries and Spinal Cord Injuries contracted with the South Carolina Department of Disabilities and Special Needs. CCDSNB currently operates an Adult Day Program, 11 residential homes, and Case Management services to the community of Clarendon County.
